    [Excerpt] Labor unions remain the largest membership-based organizations in major North American cities, even after years of decline. Labor continues to play a vital role in mobilizing urban residents, shaping urban conflict, and crafting the policies and regulations that are transforming our urban spaces. As unions become more involved in the daily life of the city, they find themselves confronting the familiar dilemma of how to fold union priorities into broader campaigns that address nonunion workers and the lives of union members beyond the workplace. If we are right to believe that the future of the labor movement is an urban one, union activists and staffers, urban policymakers, elected officials, and members of the public alike will require a fuller understanding of what impels unions to become involved in urban policy issues, what dilemmas structure the choices unions make, and what impact unions have on the lives of urban residents, beyond their members.Unions and the City serves as a road map toward both a stronger labor movement and a socially just urbanism. The book presents the findings of a collaborative project in which a team of labor researchers and labor geographers based in New York City and Toronto investigated how and why labor unions were becoming more involved in urban regulation and urban planning. The contributors assess the effectiveness of this involvement in terms of labor goals―such as protecting employment levels, retaining bargaining relationships with employers, and organizing new workforces―as well as broader social consequences of union strategies, such as expanding access to public services, improving employment equity, and making neighborhoods more affordable. Focusing on four key economic sectors (film, hospitality, green energy, and child care), this book reveals that unions can exert a surprising level of influence in various aspects of urban policymaking and that they can have a significant impact on how cities are changing and on the experiences of urban residents

    Application-Level QoS: Improving video conferencing quality through sending the best packet next

    In a traditional network stack, data from an application is transmitted in the order that it is received. An algorithm is proposed where information about the priority of packets and expiry times is used by the transport layer to reorder or discard packets at the time of transmission to optimise the use of available bandwidth. This can be used for video conferencing to prioritise important data. This scheme is implemented and compared to unmodified datagram congestion control protocol (DCCP). This algorithm is implemented as an interface to DCCP and tested using traffic modelled on video conferencing software. The results show improvement can be made to video conferencing during periods of congestion - substantially more audio packets arrive on time with the algorithm, which leads to higher quality video conferencing. In many cases video packet arrival rate also increases and adopting the algorithm gives improvements to video conferencing that are better than using unmodified queuing for DCCP. The algorithm proposed is implemented on the server only, so benefits can be obtained on the client without changes being required to the client

    The physical campus is a shared space that enables staff and students, industry and the public, to collaborate in the acquisition, construction and consolidation of knowledge. However, its position as the primary place for learning is being challenged by blended modes of study that range from learning experiences from fully online to more traditional campus-based approaches. Bluetooth beacons offer the potential to combine the strengths of both the digital world and the traditional university campus by augmenting physical spaces to enhance learning opportunities, and the student experience more generally. This simple technology offers new possibilities to extend and enrich opportunities for learning by exploiting the near-ubiquitous nature of personal technology. This paper provides a high-level overview of Bluetooth beacon technology, along with an indication of some of the ways in which it is developing, and ways that it could be used to support learning in higher education

    Where is full employment?

    Unemployment in Australia is now at its lowest in over 30 years. This experience of low rates of unemployment has prompted a number of statements that the Australian economy is at or very close to full employment. However, even though unemployment is low in comparison with the previous 30 years, it is greater than the rates experienced in the 1950s and 1960s, during which the average was slightly below two per cent. Furthermore, the 4.4 per cent rate of unemployment in April 2007 included 84,000 who had been unemployed for more than a year. These doubts about whether the Australian economy is currently at full employment are supported by findings of a body of research reported in this paper. This research suggests that, given current policy settings on labour market regulation, microeconomic reform and welfare support, full employment may occur at a rate of unemployment as low as 2.5 per cent. The estimation of this low rate of unemployment is based on a model of a range of equilibrium rates of unemployment.full employment; range of equilibria; Keynesian economics

    Improving the Quality of Real Time Media Applications through Sending the Best Packet Next

    Real time media applications such as video conferencing are increasing in usage. These bandwidth intensive applications put high demands on a network and often the quality experienced by the user is sub-optimal. In a traditional network stack, data from an application is transmitted in the order that it is received. This thesis proposes a scheme called "Send the Best Packet Next (SBPN)" where the most important data is transmitted first and data that will not reach the receiver before an expiry time is not transmitted. In SBPN the packet priority and expiry time are added to a packet and used in conjunction with the Round Trip Time (RTT) to determine whether packets are sent, and in which order that they are sent. For example, it has been shown that audio is more important to users than video in video conferencing. SBPN could be considered to be Quality of Service (QoS) that is within an application data stream. This is in comparison to network routers that provide QoS to whole streams such as Voice over IP (VoIP), but do not differentiate between data items within the stream or which data gets transmitted by the end nodes. Implementation of SBPN can be done on the server only, so that much of the benefit for one way transmission (e.g. live television) can be gained without requiring existing clients to be changed. SBPN was implemented in a Linux kernel on top of Datagram Congestion Control Protocol (DCCP) and compared to existing solutions. This showed real improvement in the measured quality of audio with a maximum improvement of 15% in selected test scenarios

    Stable isotope probing: Technical considerations when resolving ¹⁵N-labeled RNA in gradients

    RNA based stable isotope probing (SIP) facilitates the detection and identification of active members of microbial populations that are involved in the assimilation of an isotopically labeled compound. ¹⁵N-RNA-SIP is a new method that has been discussed in recent literature but has not yet been tested. Herein, we define the limitations to using ¹⁵N-labeled substrates for SIP and propose modifications to compensate for some of these shortcomings. We have used ¹⁵N-RNA-SIP as a tool for analysing mixed bacterial populations that use nitrogen substrates. After incubating mixed microbial communities with ¹⁵N-ammonium chloride or ¹⁵N₂ we assessed the fractionation resolution of ¹⁵N-RNA by isopycnic centrifugation in caesium trifluoroacetate (CsTFA) gradients. We found that the more isotopic label incorporated, the further the buoyant density (BD) separation between ¹⁵N- and ¹⁴N-RNA, however it was not possible to resolve the labeled from unlabeled RNA definitively through gradient fractionation. Terminal-restriction fragment length polymorphism (T-RFLP) analysis of the extracted RNA and fluorescent in situ hybridisation (FISH) analysis of the enrichment cultures provided some insight into the organisms involved in nitrogen fixation. This approach is not without its limitations and will require further developments to assess its applicability to other nitrogen-fixing environments

    The growing ubiquity of smartphones and tablet devices integrated into personal, social and professional life, facilitated by expansive communication networks globally, has the potential to disrupt higher education. Academics and students are considering the future possibilities of exploiting these tools and utilising networks to consolidate and expand knowledge, enhancing learning gain. Bluetooth beacon technology has been developed by both Apple and Google as a way to situate digital information within physical spaces, and this paper reflects on a beacon intervention in a contemporary art school in higher education conducted by the authors intended to develop a situated community of practice in Art & Design. The paper describes the project, including relevant theoretical foundations and background to the beacon technology, with regards to the potential of using these devices to create a connected learning community by enhancing learning and facilitating knowledge creation in a borderless learning space
